RTO Standards Changing by 2025: Pilot Program on the Way!

In Australian education, the government’s steadfast commitment to raising standards in VET remains unwavering. The linchpin of quality training lies within our registered training organisations (RTOs), and we’re eagerly looking forward to a significant transformation that’s rapidly approaching.

This transformation involves a meticulous overhaul of the Standards for RTOs from 2015. Additionally, an innovative Blueprint for the VET Workforce is on the horizon, designed with care to nurture, develop, and retain a high-quality VET workforce.

The Australian Department of Employment and Workforce Relations (DEWR) provides RTOs with essential resources to fortify their capacity and capabilities, fostering a culture of continual improvement. In the following sections, we’re excited to delve into DEWR’s aspirations and the strategic measures they’re implementing to usher RTOs into a new era.

Uplifting Educational Excellence: A Fresh Dawn for RTOs

DEWR, in close collaboration with various government bodies, has meticulously reviewed and finalised the draft Standards for RTOs in preparation for an imminent pilot implementation. The groundwork for this pilot initiative involved acquiring insights from diverse RTO professionals, exhaustive assessments by subject matter experts, and extensive research. The proposed changes to the structure and content of the Standards hold the promise of establishing a more direct correlation between the stipulated requirements and the actual outcomes that RTOs are expected to achieve.

In the spirit of transparency and inclusivity, DEWR conducted a comprehensive public consultation on an earlier draft of the revised Standards from November 2022 to January 2023. This consultation period provided multiple avenues for stakeholders to contribute through written feedback and participation in online and face-to-face forums across all states and territories. Paving the Way for a Pivotal Testing Phase: Scrutinising the Draft Revised Standards

The spotlight now turns to a comprehensive examination of the practicality and effectiveness of the proposed revisions. Before the end of 2023, the government is poised to proceed with the pilot project, subjecting the draft revised Standards to rigorous evaluation. The overarching objective is to ensure that these Standards are not merely abstract guidelines but are indeed quantifiable and demonstrably effective across a spectrum of RTO settings.

The primary objectives of this pilot initiative encompass:

  • Empowering RTOs of diverse types, sizes, and specialisations to demonstrate compliance flexibly.
  • Fostering the adaptability required for the promotion of excellence and innovation.
  • Endowing regulators with the capability to discern potential risks and differentiate between different providers effectively.

Moreover, this pilot project evaluates the level of shared understanding among RTOs and regulators concerning the draft requirements. It will also identify specific areas where providing supplementary guidance materials and resources would be most advantageous in assisting the sector in meeting the revised Standards.

This undertaking involves focus groups and simulated performance and monitoring exercises, with participation from a carefully selected sample of providers. The selection of participants will be a collaborative effort between DEWR, state and territory authorities, RTO peak bodies, and ASQA. They will select participants based on RTO type, size, scope, and geographical location, with both DEWR and ASQA extending direct invitations to participate.

Concurrently, the Training Accreditation Council (TAC) will initiate its own pilot activities, featuring expressions of interest, workshops, and feedback sessions on the revised Standards. In partnership with DEWR, a collaborative focus group is also in the planning stages.

An integral component of this program is a brief online survey specially designed for RTO managers and other VET stakeholders. This survey aims to gather valuable insights on how RTOs can demonstrate compliance with the revised Standards within their operational contexts. Awaited Revolution in RTO Standards

Following the pilot process, DEWR will refine the draft revised Standards to ensure alignment with the sector’s requirements. The aim is to obtain approval from Skills Ministers for the final version in early 2024.

The pilot program’s results are not merely numbers; they will shape the development of essential guidance materials, regulatory policies, practices, and tools. DEWR aims to have the revised Standards ready for launch by January 2025.

Reforming the VET Workforce

Within the Australian VET landscape, supply and retention challenges weigh heavily on RTOs, underscoring the urgency of attracting and retaining a skilled workforce. The VET Workforce Blueprint, an outcome of the Jobs and Skills Summit, emerges as the linchpin for ensuring the long-term sustainability of the VET sector. Its primary objective is to strategise on VET workforce challenges, encompassing attraction, retention, career development, and succession planning.

While a draft VET Workforce Quality Strategy has laid some groundwork, it is evident that a more comprehensive approach is essential. The Blueprint offers the scope to address these concerns while integrating feedback and actions from the Quality Strategy. A Steering Group comprising representatives from the Australian Government, States and Territories, VET peak bodies, and unions aims to guide and oversee the development of the Blueprint. Impact of the Reforms on RTOs

The revised Standards aim to simplify the path to compliance. It is hoped that compliance issues that have plagued RTOs will be relegated to the past by the time the changes take effect.
