Adapting to Change: Navigating CHC Training Updates for RTOs

CHC training Updates

In the ever-evolving landscape of vocational education and training (VET), the Australian Skills Quality Authority (ASQA) has the authority to approve extended transition periods for certain qualifications. In this blog post, we will delve into the details of the latest CHC training updates and discuss what Registered Training Organisations (RTOs) need to do to adapt to these changes.

12 December 2023 CHC Training Package Updates: ASQA Prolongs CHC33015 Transition Period

In the latest CHC training package update, the Australian Skills Quality Authority (ASQA) actively supports learners adjusting to changes in the CHC33015 – Certificate III in Individual Support, reinforcing ASQA’s commitment to providing equitable and high-quality training experiences.

In adherence to the Standards for Registered Training Organisations 2015, ASQA approves an extension of the transition period for CHC33015 in this CHC training update. This decision, made after careful consideration following the Guidance for Providers – Learner Transition, underscores ASQA’s dedication to offering flexibility in response to genuine challenges faced by learners, with the aim of enhancing the overall learning experience.

The extended transition period, now revised to conclude on December 31, 2024, instead of the initial date of July 31, 2024, has a notable impact on all ASQA-regulated RTOs. This extension is particularly tailored for a distinct group—secondary school students who commenced their training before July 31, 2024, and are slated to participate in their 2024 end-of-year school exams aligned with CHC33015, as directed by the state/territory school authority.

To ensure a smooth transition, students in this category must either successfully complete and receive certification or seamlessly transition to replacement training products by the updated transition end date.

This latest CHC update not only reaffirms ASQA’s commitment to maintaining exceptional standards in vocational education and training but also signals a responsive approach to the evolving needs of learners within the educational landscape.

18 August 2023 Training Update: Extended Transition Period for CHC43115

The Australian Skills Quality Authority (ASQA) is a vigilant guardian of education quality in Australia. The Standards for Registered Training Organisations 2015 lays down the framework for transition periods—defining the window within which registered training organisations (RTOs) must tailor their offerings to reflect new qualifications or standards. Nevertheless, ASQA can grant extended transition periods under exceptional circumstances, safeguarding learners’ interests.

In line with ASQA’s “Guidance for Providers – Learner Transition,” these extensions are not arbitrary decisions but responses to genuine concerns. They are granted when there’s a clear indication that learners would be at a disadvantage if swift transitions were enforced. This illustrates ASQA’s unwavering commitment to providing a level playing field for learners, ensuring their educational journeys are uninterrupted and equitable.

A pertinent example of such an extension is the most recent CHC43115 Certificate IV in Disability qualification. After meticulous deliberation, ASQA has extended the transition period for this qualification. This means RTOs can continue enrolling students in this program until the extended period concludes on 31 July 2024. However, it’s crucial to note that all learners must either complete the CHC43115 qualification within this period or transition to an alternate qualification that aligns with the new standards.

This decision underscores ASQA’s comprehension that education is not confined to textbooks—it’s an intricate tapestry of experiences that directly impacts learners. By granting RTOs more time to recalibrate their courses, ASQA ensures learners aren not caught off-guard by abrupt changes that could hinder their educational pursuits. This equilibrium between preserving educational standards and safeguarding learners’ journeys is a testament to ASQA’s holistic approach.

Furthermore, the CHC43115 Certificate IV in Disability qualification will retain its position within the RTO scope of registration throughout the extended transition period. This demonstrates ASQA’s commitment to a seamless transition process for both educators and learners, underscoring their determination to strike a harmonious balance between evolution and stability.

The extension of the transition period for CHC43115 Certificate IV in Disability mirrors ASQA’s dedication to embracing change while prioritising learners’ well-being. It showcases how educational regulators can respond adeptly to shifting needs without compromising the fundamental fabric of education.

24 July 2023 Training Update: ASQA Expands CHC Qualifications with Extended Transition Periods

The Australian Skills Quality Authority (ASQA) has approved extended transition periods for specific CHC qualifications to support registered training organisations and learners better. The approval comes as a thoughtful measure to address any genuine challenges that may have arisen for certain learner groups due to the previously set transition timelines.

During the extended transition period, both new and existing students can benefit, as providers have the flexibility to welcome new commencements alongside accommodating current students.

But as a training provider, you must ensure all students receive their qualifications or transfer to replacement qualifications before the new transition period ends. This condition ensures that learners’ hard work and dedication are fully recognised and rewarded while maintaining the quality of education delivered during the extended period.

Extended Transition Period for CHC51115 Diploma of Financial Counselling

ASQA recognises the potential disadvantages learners face during a transition period and, in some cases, allows for longer transition periods than those outlined in the Standards for Registered Training Organisations 2015. Following the Guidance for Providers – Learner Transition, ASQA has approved an extended transition period for the CHC51115 Diploma of Financial Counselling for all providers with delivery scope.

The extended period for training, assessment, and certification issuance for this qualification is set to conclude on 14 December 2024. While new enrolments are permitted, it is important to note that all students must have either completed the qualification or been transferred to the replacement qualification by the end of the transition period. The Financial Counselling Australia, ASQA, the Victorian Registration and Qualifications Authority (VRQA), Training Education Council (TAC) in Western Australia (WA), have collectively decided to extend the transition period.

7 December 2022 Training Update: Aged Care, Disability Care, and Direct Client Care Project Update

On December 7, 2022, SkillsIQ made a significant change in the CHC qualifications by removing CHC43021 from training.gov.au. This decision resulted from the unintentional inclusion of CHC43021 alongside other 2021 CHC qualifications. Importantly, CHC43015 Certificate IV in Ageing Support remains valid.

During an interview with Melinda Brown, the general manager of SkillsIQ, confirmed that the release of CHC43021 was a mistake, leading to its prompt removal from the training.gov.au platform. Additionally, it was explained that the 2021 version of the Certificate IV in Ageing Support is currently awaiting endorsement and approval from Skills Ministers.

Due to challenges encountered in the endorsement and approval process for CHC43021 Certificate IV in Ageing Support, the decision has been made to exclude this qualification from integration into the upcoming Industry Cluster. While we still do not have all the details about the anticipated VET system reform set to launch in January 2023, its implementation is due.

Despite these developments, SkillsIQ has chosen not to make any public statements or comments regarding the withdrawal of CHC43021 Certificate IV in Ageing Support.

In summary, the key adjustments to the 2021 CHC qualifications are summarised as follows:

Superseded Qualifications   New Qualifications   Status
CHC33015 Certificate III in Individual Support   CHC33021 Certificate III in Individual Support   Not Equivalent
CHC43015 Certificate IV in Ageing Support   CHC43021 Certificate IV in Ageing Support   Not Equivalent
CHC43115 Certificate IV in Disability Support   CHC43121 Certificate IV in Disability Support   Not Equivalent

24 November 2022 Training Update

As of November 24, 2022, the long-awaited CHC Community Services qualifications and units are now available on training.gov.au. We are proud to be among the first to prepare these resources, potentially the very first! These updates replace the 2015 editions, and training providers have a 12-month transition period.

It’s important to note that the three qualifications introduced in 2021 do not align with their outdated counterparts. There are significant enhancements to reflect industry expectations. To deliver the latest courses, re-application for accreditation is essential.

The changes are as follows:

Superseded Qualifications   New Qualifications   Status
CHC33015 Certificate III in Individual Support  CHC33021 Certificate III in Individual Support   Not Equivalent
CHC43015 Certificate IV in Ageing Support   CHC43021 Certificate IV in Ageing Support   Not Equivalent
CHC43115 Certificate IV in Disability Support   CHC43121 Certificate IV in Disability Support  Not Equivalent

This window presents an optimal opportunity for RTOs to ensure that proper arrangements are in place for all students currently registered in the obsolete versions of the Individual Support, Ageing Support, and Disability Support courses. It is imperative that they are granted sufficient time to successfully conclude their studies prior to the conclusion of the transition period.

With the recent modifications to the CHC training products, the most strategic step for RTOs and other training providers is to outline a comprehensive project plan designed to facilitate a seamless transition. To effectively navigate the impending changes, it is essential for your RTO to promptly obtain the latest training materials.
